In reply to your letter No 1899 forwarding a report by Major Morris, R. A. on the defences proposed for Amoy, I am directed by the Secretary of State for War to acquaint you for the information of the Secretary of State for the Colonies, that in Lord Lansdowne's opinion the alternative and less expensive scheme suggested by Major Morris would appear to sufficiently meet the case, and that on this basis the report is approved.

Lord Lansdowne desires me to express regret for the delay in disposing of this matter, but the receipt of later despatches on the subject seemed to call for communication with the Foreign Office, and the further consideration of the whole question. Having regard, however, to the last paragraph of your letter No 25302/99 of 30th September 1899, this would now appear to be unnecessary.
3.
The technical Report on the defences together with the plan of the approaches to Amoy, are herewith returned as requested.
